Lansing City Clerk Chris Swope has delayed implementation of the second phase of the city ordinance regarding medical marijuana provisioning centers to ensure the Phase 1 review, appeal and approval process has been fully implemented.

The city ordinance regarding medical marijuana facilities gives authority to the city clerk to adjust the operations in Phase 2 of accepting medical marijuana applications. Phase 1 is extended until late March to allow applicants who were denied approval to exercise their right to appeal, Swope said.

As part of the Phase 1 process, Swope has conditionally approved two more provisioning center applications.That brings the total to 13 out of 20 allowable by the ordinance. Swope has delayed the start of Phase 2 until further notice.According to the city ordinance, Swope can select up to five additional provisioning center licenses.

“At the end of this process, the goal is to have 25 operating provisioning centers that will provide the best service to their patients and safety to our neighborhoods, while employing workers at a fair wage and bringing an influx of long-term investment to Lansing,” Swope said. “Trying to initiate both phases simultaneously would create a multitude of legal and logistical challenges. I believe that delaying the start of Phase 2 is the quickest way to have more provisioning centers open and millions in economic development initiated.”

Swope has also issued two Class C grow licenses to Green Peak Industries LLC, and one secure transport license to Capital Transport LLC. The operations were approved by the state of Michigan and are now fully licensed to operate in the city of Lansing.

Applications for the four license types other than provisioning center are still being accepted.
